Congregate Housing Servs Prog (CHSP) is a home management services program offered by the PHA to residents who are elderly or disabled and require a moderate amount of non-medical services to maintain their independence. The program is individualized, with each participant receiving customized support based on their unique needs. CHSP has a dedicated coordinator in each hi-rise who provides information, referral services, and assistance with setting up appointments, arranging transportation, and connecting residents with community resources to ensure their needs are met.
One of the key components of CHSP is providing residents with daily meal services to promote good nutrition and well-being. Meals are served in a congregate dining setting in the hi-rise community room, with one meal per day on weekdays and two meals per day on weekends. In addition to meal services, CHSP also offers regular housekeeping and laundry assistance to help maintain a healthy and clean living environment for participants. These services are provided based on individual need and ability.
CHSP participants live in private one-bedroom apartments in designated St. Paul Public Housing hi-rises, where they have access to all building amenities. The hi-rise communities offer opportunities for socialization and community involvement, as well as special on-site activities organized by CHSP to promote enjoyment and a sense of belonging for residents. The program fees are affordable, based on a percentage of each individual's income, with a grant from the Department of Housing and Urban Development and matching community resources covering the remaining program costs.
Applying for CHSP involves completing a separate application for housing if not currently residing in St. Paul Public Housing, or a single application for CHSP if already living in public housing. The program manager and CHSP staff are dedicated to helping individuals maintain their independence and enhance the quality of their lives.
